You can only use that with sv_cheats 1 (server cheats activated). So yes, kinda.
When you got your own server and activate it everyone could use it though.
There are no training rooms btw, you can only open a game against bots but noone can join that. You need a private server for that.

any way to get that shit on the regular server? I think it'd help me get used to that crap in CS a lot better

Melon I think you have to contact support. There is something wrong in your mission reward drops. You should be getting P90 Storms or other Storm skins

Well you cant a proper CS server on one where you hosted games like Starbound before.
