Quite sure there are some laws protecting the content he created but that's about my whole knowledge about the case.

IANAL but I think if Browser asked him to stop it he would have to do it? Then again, if he didn't stop using them, he'd have to sue, which I'm sure wouldn't be worth it. There isn't really anything you can do, and AFAIK Bowser doesn't give a shit? He implicitly (or even explicitly?) allowed the public to use the seals?

if bowser gives ok, i would sue that idiot instantly.

I dont think you can sue for other people's intellectual property. the artist (or other copyright owner) has to sue the offender.
